The Office of Civil Defense and Advanced Science and Technology Institute (ASTI) recently forged a MOA regarding cooperation in the Philippine Research , Eduaction and Government Information Network (PREGINET). This parnership will jumpstart the initiative to have a network infrastructure linking NDCC Agencies and OCD Regional Centers.

Attn: OCD Regional Directors and Executive Officers, RDCC

SUBJECT: Conduct of Nationwide Earthquake Drill

This pertains to the verbal instruction of Her Excellency President Gloria M. Arroyo to the OCD Administrator and Executive Officer, NDCC regarding the conduct of the nationwide Earthquake drill after the opening of the school year 2006-2007.

In this regard, you are hereby directed to closely coordinate with DepEd Regional Officers regarding the preparation and implementation of the earthquake drill on June 20,2006 at 9:00 AM.

The objectives of the Earthquake Drill are to test the awareness, preparedness of the school administrators/supervisors and school populace and the effectiveness of the Guidelines as a tool to conduct earthquake drills in schools. The Guidelines may be downloaded at the websites of the NDCC and PHIVOLCS.

Please be guided of the following tasks:

  1. Convene the RDCC to organize and plan relative to the conduct of region wide earthquake drill;
  2. Collaborate with DepEd Regional Officers in selecting  school facility that will serve as the "pilot or model” where to conduct the drill, one for each public and private school. A school with appropriate evacuation facility is preferred for media coverage;
  3. Collaborate with DepEd regarding cost-sharing of reproduction of the Guidelines on How to Conduct an Earthquake Drill, chargeable to your respective fund sources;
  4. Monitor/submit the progress of planning activities being undertaken by the DepEd in your respective AOR.
  5. Collaborate with Regional DepEd and PHIVOLCS Officers regarding the composition of an Evaluation Committee to assess the effectiveness of the Guidelines on How to Conduct Earthquake Drills in schools and layout of the Guidelines (2 sets of evaluation forms will be sent thru OCDRCs email address);
  6. Integrate incident Command System and Mass Casualty Incident Management in the actual drill.
  7. Gather evaluation forms and send to OCD OPCEN not later than 22 Iune 2006 at 12:00 Noon;
  8. Submit Post Activity Report (with photographs) on or before June 26, 2006;
  9. Optimize media coverage emphasizing that earthquake drills are important components of the NDCC Four (4) Point Plan of Action for Disaster Preparedness including Safe Ka Ba? Building Emergency Evacuation Plan (B.E:E.P) Drills.

skb3The four destructive typhoons which hit our country late last year wrought so much devastation and staggering losses to lives and properties. In their aftermath, we all heard horror stories of anguish and despair, and countless cries for help.

In the midst of all these, the National Disaster Coordinating Council (NDCC) observed and became convinced that equally as important as the government’s response to the effects of disasters and calamities, is the need to empower the citizenry with the knowledge and capability to prepare themselves against such occurrences.
